check out your file. Obviously during the upgrade it hasn't applied a layer layout so I applied the blank one and then hid some of the items on the base that were overlapping - you can change what you need but at least you can click each button and the layer appears.
if you select a slide and then go to the Home tab there is a dropdown option against Layout. Doing this you should see a blue rectangle showing which layout is active - but that wasn't appearing on your layers. As soon as I selected the 'blank' layout I could see the base layer objects appear.
Hope that makes sense.
It's not something you've done wrong I think it may be an issue with the conversion process although I can't say I've experienced in my SL2-->SL360 upgrades.
In Storyline 3 I was getting the same problem of the base layer not showing up when on a sub layer. I finally right clicked on the sub layer and chose "format background." Then set the transparency to %100. Then my base layer appeared.
I just had the same problem. Thank you, Perry B, for solving my problem! I adjusted the transparency of each layer to 100% then I could see the base objects! I don't know if this is a default setting now in Articulate 360, I've never had to do that before. Again, thank you, Perry B!

Hi Megan
not at my desk to open your file but check the eye icon on the base and layer properties - this is a toggle for hide/reveal
Hi Wendy,
I have tried this, but it still doesn't resolve my issue.

Hi Wendy,
Thank you for that!
I'm not sure what you mean by "hasn't applied a layer layout" in the upgrade. Where do I go to find this setting?
Cheers,
Megan

Great news Megan - all the best.
I converted a project from Storyline 2 to 360 and was having this same issue but with only one slide. Thanks for the easy solution!
Glad this older thread was able to help you as well Nikki :) Thanks for chiming in to share.

Hi,
My layer panel is disappeared and I am unable to add layers
Go to View and choose Redock all Windows.
This helped me solve an issue today when working with a content library slide. Thank you so much for your insight!

So glad to hear that Perry's workaround helped, Melissa!
