I am new to Storyline, just seeing this post. I too am looking for children characters. Katie, your reply was over three years ago. I guess the Product team didn't take this advice, which is disappointing.
Thank you for reaching out and sharing your feedback with us. We do have a feature request to add children and teen characters to the Content Library, so this is still on our radar. I have linked you to the request, and we will be sure to update you with any news should this make it onto our feature roadmap.
The workaround I've used at the moment is to import the characters from Microsoft PowerPoint 365 (you need a pro subscription I believe).
Microsoft recently launched an update which adds a large catalogue of cut out characters in various poses and from a broad range of backgrounds and ages.
I've attached two pictures of where to find this on PP.
Once you insert the character on your presentation, copy and paste across to your learning.
