I'm trying to create a transparent layer, i.e. one where if you click on the layer, the base layer doesn't turn to black and white. This is on Storyline 2. Any way of doing this?
By design, Layers are transparent. I think what you wanted to do is just view the Base Layer normally (with color). You can uncheck the Dim checkbox just below the Slide Layers.

Unchecking the 'dim' box does retain the color of the base-layer, but it still adds a semi-transparent white box (fog) over the baselayer. I want it to be clear--to see everything still on the base layer. Is this possible?
Can you confirm that this fog appears during preview or after publishing? Or is it just something that happens during development to help you know which items are on the transparent layer, and which are on the base layer?
In my experiments (with SL2 and 360), when I am working on a layer, the Dim option is available. selecting it causes everything on the base layer to be dimmed (white fog-like appearance), but only during development. Deselecting it makes the layer transparent, and all the items on the base layer show clearly.
I'm having this same issue. When I deselect dim, the base layer is still dimmed during preview and after I publish it in Review 360. Not quite sure what I'm doing wrong.

Since this is an older discussion about Storyline 2, I'm happy to take a look at your specific scenario to see what's going on.
Would you feel comfortable sharing your .story file either publicly here or privately through a support case?
It seems to be more and more that layers are showing up with a fill, or partially transparent fill for a background. Check for that.
