One approach would be to make a "correct" answer layer that has the items placed correctly. Then use triggers to show the layer once the two attempts have been made.
Essentially, your triggers will result in showing the "correct" layer when the learner has failed to answer the question correctly. So you are actually using a layer that is probably titled "Incorrect" to do this. So you will probably want to rename this "correct" layer as something like, "Correct positions" or "show correct" to keep you from accidentally setting a trigger incorrectly...
Another way is to use an image that shows the correct answers in the correct locations, and then set your triggers to show that layer after two attempts. That's what I did in the attached slide (though they only got one attempt).

Up against a timeline and not able to program.
Changed to unlimited attempts and pushed to the user!
Problem solved? Not really, just avoided effort! LOL
