I'm working on a quiz in Storyline 360 that allows multiple attempts because the client wants all users to get 100% on the quiz.
If the user selects the wrong answer to a quiz question, the Try Again layer appears with the audio that explains why the answer is incorrect. When the user hits the Try Again button, they return to the base layer for a second attempt.
Here are my questions/issues:
1) The audio on the base layer doesn't replay upon returning after clicking Try Again, which I'm fine with, but I'm wondering why it isn't triggered to replay upon return to the base layer.
2) If the user happens to choose the incorrect option a second time, the Try Again layer appears BUT the audio for this layer doesn't play again and the trigger to activate the Try Again button doesn't activate. What triggers do I need here to replay the audio and activate the Try Again button for this second attempt?

I'll start with your second question: you can set the Try Again layer's properties to Reset to the Initial State when revisiting the layer. You can do this by right-clicking the layer and choosing Properties.
The same solution won't apply to the base layer because you're not revisiting it. You just paused the timeline when you showed the Try Again layer. What I would do in this case is, on your Try Again layer, I would add a trigger to re-start the timeline of the base layer when the user clicks the button.
In the example below, True/False is the name of the slide, so it's referencing the base layer:
