the course plays fine within our staging environment, but only for me. None of my team can open that file. Then I published a new version and that didnt work wither. I'm sitting here with a project ive worked on for hours,

to be clear - your team cannot start your "Published to Web" course in the browser (Chrome ? Edge ? Firefox) from your webserver - your team can start the "Published to Review 360" course on "https://360.articulate.com/review"

I understand we can use review 360 and we have been. The part that I might not have communicated clearly is at this point nobody including me can open the file.
Can you walk us through how you're sharing your published content to your colleagues, and how are they opening the course on their browsers? This will help us get a better idea of what's happening.
We generally just publish to Review most of the time, but sometimes we don’t. So, I save my project files to my C drive while I’m developing the course. When I need to share with someone else, I save to our shared network drive for them to access. The team is aware that they always need to drag the file to their desktop before opening, and they know never to publish to the network drive. I publish from my desktop and drag those files to our shared drive for keeping. I am generally the only one who publishes the files.
Would you mind sharing a screenshot of the files that you're uploading to your network drive? If you're comfortable, please share a copy of the files here as well so I can try opening your published output on my end to see if I will encounter a similar issue. I'll delete your files afterwards.

some things I've checked or tried:
Republished course, made sure it was published to in HTML 5.
copied all slides and pasted into a new project.
Publishing files to multiple different loacations
Opening from the saved file vs opening Articulate then opening the course from Recent.
installed all updates from your website.
saved project with a different file name.
I had multiple different teammates try to open the fil and publish.
Checked project settings.
Have you heard of this issue? do you have any other work arounds?

and they double click the html file on the desktop?
is this allowed in your company?
in many companies is not allowed (with Group Policy) the use html/css/js with file:// protocoll for "normal" users
