Hi everyone,
Good news! We are no longer seeing this bug in the latest version of Storyline 360 (Build 3.72.29699.0) where the Jump to file / URL trigger for hyperlinks doesn’t work when you add a shape with a state change.
To insure you don't continue to see this bug download the latest version of Storyline 360 via the Articulate 360 desktop app. Here's an article on how to do that.
Please let us know if you're still noticing the issue, and we'd love to continue troubleshooting with you in a support case.

Hello, my suggestion would be to add a layer for each of your five items, Hep B, Influenza etc. vs. having all of it in the states of Rectangle 2. If you need help, I am happy to implement if for you just let me know.
Thanks Jeff! Since Rectangle 2 has some transparency, I was trying to avoid having to hide certain objects when it became the active layer, so I thought the states route would be faster.
Do URLs not work in alternate states, or is this just an anomaly?

We actually have an open issue reported for similar behavior, so I'm adding this conversation and your example to the report.
In the meantime, using a different shape for the state should resolve the issue for you.
