I train face-to-face and I've been using rise courses on tablets during the course but I'm starting to find that some places make it difficult to sign my own devices up to their wifi. Is it possible to download the courses onto the tablets so they can be accessed without wifi? I could use storyline courses instead if that's easier.

With either Rise or Storyline, you can publish for the web, store the files on your local drive, and then launch them from there.

Thanks so much for your response! I'm not very good when it comes to these sorts of things - how do I get the file onto the local drive?
When you publish Rise for the web, the program will download a zipped version of the course to the default location on your laptop.
Unzip the contents to whatever location you want. Click the index.html file to launch the course.
