Our IT forces monthly updates to every PC/laptop connected to the network, and as part of that, there's almost always a refresh to the browser apps (Edge, Chrome) that includes an auto-dump to the various cached files. So perhaps your IT group could assist?
At the same time, since your users have clearly learned how to work in the LMS that you use, I would simply post that advice (such as, "clear your browser cache before proceeding with your selected course") on a screen that is presented to them before they actually start the training (a log-in screen, perhaps). We've also worked with our LMS admins to do that, and that has practically eliminated nearly all the problem calls we receive about not being able to work through a given course.
