Articulate Engage and Quizmaker stuck at initializing commands

I can't open the articulate engage and quizmaker 360. Its stuck at initializing commands. 
Windows 11 64bit

Office LTSC Professional Plus 2021 64bit

Engage 360
Studio 360

    I have tried to uninstall, using 360 cleanup.bat to clean. But both still do not work.
