So if I am not looking to track students' results, will the export to local source be accessible to all students? I am aiming at developing content for students to access for resources only. Will that be accessible through Storyline 360?

Great question! It sounds like you have viewers who won't be using the internet. I'd recommend publishing to CD and then sharing the Launch_Story.exe file for the learners to download and open.
