We've released a Storyline 360 update (Build 3.79.30834.0) which added background audio support for published video output. Please check if you're running the latest Storyline update to enjoy this feature's full capabilities.
If the problem persists, and you're comfortable sharing your .story file, we'd be happy to investigate the behavior. Feel free to upload a copy here in the discussion or privately through a support case.
