Base layer flickering in HTML5 output

I took a look at the report filed and I'd consider using slides vs layers, but I'd love to see others ideas or what you find works best for you in the meantime.
Thank you Leslie, I'm using layers to have a music background that will not "cut and restart" when learners interact and different videos appear. Thank you :)
