Base Layer objects no longer visible behind New Layers
Noticed this happening in a Storyline build a couple weeks ago, worked around it. Now it's blocking my success with a build today. When I make a new layer it blocks out the items on the layer below....

Thank you, thank you, thank you. It was the background fill.
And yes, it was driving me crazy.
But now I know. And I know there are friends out there to help with the next thing.
