Best option for hosting a course.

There are lots of options out there, but it is hard to recommend an option without knowing the full requirements. I would recommend the client put together a detailed specification of what their requirements are. For example, are they selling the course, what kind of reporting is required, are there any specific enrolment requirements, what kind of tracking are they doing, is the course SCORM compliant or just published for Web.

There are more questions here than answers at this stage, but the client should definitely develop a detailed specification and then approach LMS or CMS providers with those specifications to get a quote.

There is free software out there such as Moodle, but it would require somebody with the technical know how to set-up and would also require decent hosting to service 135k enrolments.
