I am working on a project where the learner is supposed to visit all of the sections and they are supposed to be marked as visited when the learner visits the link to that page. I can't get the visited states to work. Do I have to use variables? The slide number in question is 1.3.

No, you dont need to use variables for this functionality (though you certainly can, and sometimes it gives us more flexibility)
But for the desired functionality you have described, states should work fine.
Ive looked at your Storyline project, and the only problem is that your Menu slide is set to "Reset To Initial State" in the slide properties.
That means, every time your Learner comes back to it, your "Visited" state is reset as well.
Just set the slide to "Resume Saved State" and all should be well! :)

...and its only obvious once we see it - there are so many things in Storyline sometimes we all get lost a bit. I know I certainly do!
