Captions causing very slow initial load

Our organization is activating captions for each of our courses, and we're noticing a substantial impact on the course loading time for the reasons discussed here. (Our courses are served by a standard web server using the HTML5 publishing format.)
Is there some functional reason why the captions for every slide must be loaded upfront before the user can start the course? I would expect them to be loaded alongside the audio/visuals and other slide resources as discussed in How Course Content Is Preloaded.
