Carnival or Bingo

Hello!  I'm wondering if someone can suggest ways to set up an idea I have. I was hoping to create a sort of boardwalk game with questions. If the person gets the answer right, a balloon would pop. Once they've popped all of the balloons, they'd win. I think it would have to be set up as a Bingo board? I've seen examples on here for Bingo boards. This is a contest that I'm trying to setup, so can it also be that users would be able to sign back into the game and continue or would it reset? I would prefer they can continue since they'll have 2 weeks to complete the tasks.
