For me I switched to a laptop that still has PowerPoint 2013 installed and it finally published fine. My desktop where it kept crashing has Office 365 on it. 

For my projects, it seems that SmartArt is causing the "cleaning up temporary" files error. To resolve, I hide the SmartArt but replace it with a screenshot of the graphic. This seems to resolve the issue. I hope this is an issue Articulate can fix soon.

That's an interesting piece I haven't run into before. It sounds like this happens when you add SmartArt into a powerpoint file and then import that into Storyline?

SmartArt graphics should be importing as standard images into Storyline as detailed here. Do you have a lot of these graphics in your file?

I should note that I'm using Studio 360. However, the same problem occurred when I used Studio '13, which I used until a few months ago. In both versions I publish to SCORM2004. On average, I  have  at least 1 graphic per slide.

Hi Leslie,  this is happening to a project I'm working on as well.   Since you're on this thread as of 4 days ago, I thought I'd share my Articulate project and see if you can help my situation.  

I do have Smart Art graphics and the audio is about 30 min. in length.  It continues to hang on "Cleaning up temporary files."

Are you on the latest update to Presenter 360, which is Build 8.25.21221.0? If so, have you conducted a repair of your software since running into this issue?
