Colors
I ran an update this morning for Storyline 360 and nothing seems to be working correctly. I can't get the drop down box for format/shape fill nor format/outline or text colors. All of my theme color...

but in modal mode, so no button can be clicked anymore!
If the color picker isn't working the way Judy indicated, contact the support team and they can help you.
The modal mode when it's separated is so you can move the picker around in case it's sitting on top of an object you're trying to pick. But it's not designed to be a floating window that's always open. It's only open for that instance of picking thus all of the other features are disabled (such as clicking somewhere else on the ribbon).
