Continue Button Issue

Hello,

I am having an issue with one of the continue buttons and would greatly appreciate some help from the awesome Articulate experts!  In the block before the continue button, the learner needs to click on the button with the URL to a review a document before continuing.  In edit mode, the continue button below that block looks locked which is what I want it to do.  However, in preview mode, it is a normal continue button (see attachment for example).  I have several other continue buttons in the course after interactions that need to remain locked until learner completes action and they are all working fine.  I cannot figure out what I am doing wrong so any suggestions would be greatly appreciated, thank you.
