Thank you for your response. I ended up figuring it out. They renamed the Notes section and that is why it was locked and could not be altered.

Check the Player Properties → Player Tabs to see if a new tab was created and what action is associated with it. If you are still unsure about it, you can upload a simple Storyline file for troubleshooting.
