Yes, you are correct, you can only tab through interactive objects. The tab key only focuses on interactive objects in the slide, presents the Skip Navigation shortcut, and then immediately jumps to the Next slide button on the player, reducing the number of keystrokes needed to move to the next slide. This behavior is explained in this article:
The objects that do not get highlighted can still be read, through the use of the up and down arrow keys.
