2 ways...either indeed publish to HTML and add it to any website/server you have access too. However this will lack progress/resume behaviour and scores.
Other solution is a LMS that has the option to give access to courses to guests and non-registered users. TalentLMS offers that as does Wordpress. We use Wordpress to host courses that need to be accessibile to anyone.
