Hi Sarah,

You can add a Checkbox followed by a Continue button after the video (as shown below).  This may not stop a learner from skipping the video but at least it may serve as a reminder for them to at least watch the video first and click on the checkbox before they can continue.

Let's also wait for others in the community to share their ideas on how to prevent learners from skipping embedded videos.
