I recently exported a Rise course to PDF. Within the course there is an Attachment block with 5 attachments. The PDF retains the links which all work. The PDF will be uploaded to our LMS for over 30...

One other issue of note is when you disable the Lessons Count Labels [Display current lesson number at the top of each lesson (e.g. Lesson 1 of x)] in the navigation settings. The lesson count appears on the PDF anyway.
