Focus Order, Accessibility, and Set Focus

I’d first test where focus actually goes when the layer opens before adding Set Focus.

I’d test the interaction in three ways:

1. Keyboard only
2. NVDA
3. After closing the layer, check where focus returns

Also check the layer’s Focus Order and whether the visible focus indicator still makes sense for keyboard users.

With a large legacy library, I’d avoid changing everything at once. Test a few representative interactions first. If the same pattern appears across courses, you can then apply the same approach more consistently.
