Getting a Random Number Generator to Not Repeat Already Used Numbers

Is there a way to get the RNG to not repeat numbers using triggers? 

And ideally without layers. The animation on the slide breaks the second a layer gets applied. 

I tried applying true/false statements to track what numbers had already been called up and to re-roll if it landed on them again, but that didn't take.
