I am new to this. Has I was watching the Webinar I am not getting the same drop-down buttons... I am wondering if I missed something.

Which block type and drop-down buttons are you referring to?
Screen shots are very useful to help resolve issues.
I am experiencing the same thing. Some days the edit buttons are missing, others they are not. I sometimes try switching browsers and that works or just wait a bit. I just had it happen earlier today with the Review settings. Both radio buttons for "create new item" and "publish new version of existing" were missing. This afternoon, they are both there using the same browser from this morning (Edge). It's crazy.
If you are using the old version of the Edge browser, this is a known issue.
Either switch to the Chrome browser, or update Edge to the Chromium version.
I am at the mercy of our company standards in terms of browser versions, so I can only hope for the best. Thanks for the info on which one works best. I will pass it along to the powers that be.
