Hot Spot wont show correct answer

If you look at the attached, you'll see the hotspot indicator (that black and white circle) over the submit button - as a hotspot question takes into account any clicks on the slide. Michael's example has a new layer that when the user clicks on the hotspot shows the submit button, and therefore it's not counting it as a part of the hotspot.
