Hot Spot wont show correct answer

It's intended. The slide is allowing you to change your answer in case you clicked on the wrong part of the image. Storyline doesn't know it's correct until the submit trigger checks it against what you've set up. Since your submit button is a part of the slide, Storyline is allowing it to be a part of the hotspot interaction. If you don't want to use the method Michael shared you could change the action associated with the Submit trigger - say when the user's mouse hovers over the submit button, or when they click on the correct hotspot? I don't think that these are as intuitive as using the Submit button, but you may find the behavior better suited to what you'd like to set up.
