Hover State "Normal" doesn't disappear on Hover State

Shaking head in disbelief and after the weekend and a reboot of my computer. I deleted the hover state and added it back this morning , making the image 100% transparent and it is now working as it should. Tried this step on Friday and it wasn't working. A bit bizarre.
