If you're going to play the video in a new window, it would be smart to keep all the items that need to be synced together.
Any converting and importing can cause a loss in quality, so I'd recommend a quick test since it sounds like you have a specific size requirement. You could also create this in Storyline and save it as an mp4 to use in another Storyline project if needed.
