How do I set timing restrictions per slide in Storyline that account for actions on a slide plus the overall time?

Hello, my team is creating a training module in Storyline. Due to California requirements this training must be 2hrs long. I've timed and adjusted the timeline per slide and use "timeline reaches" and "if" statements in my triggers. Most of the "timeline reaches" states work well. however when I have additional conditions, such as ensuring a user clicks on all active items on a slide, I'm not able to move to the next slide (this is tested uploading the SL360 file into Rise). Below is a screenshot of one of the slides and how I've currently set it up (the Storyline file is attached).

A few questions for the community:

1 - How do I set timing restrictions per slide in Storyline that account for actions on a slide plus the overall time a participant needs to spend on a slide?

2 - Are there multiple ways of accomplish this goal of creating time restriction within Storyline builds? 

3 - Is there a different way to accomplish and track the 2hr requirement for the whole module without adjusting each slide? 

4 - How could I track the overall time each participant is spending in the course, and could that flow into our LMS per participant?
