How do I specify Photoshop as the image editor in the content libary.
I am experiencing the same exact issue, I have Gimp, Photoshop and other image editing software installed, but the field with the option does not even open, it goes straight to MS Paint and I just tested it on two different projects.
I was so happy to find that this function exists, just to find out it does not work for me and that I am not the only one with the issue.

If I doubbleclick .jpg files they open in Windows Fotos, But not MS Paint. I have switched my standard app by file for .jpg to photoshop, now it actually opens in Photoshop, which is a nifty workaround, but it is not really handy if I need to check any picture outside of storyline, and the lengthy Photoshop starting procedure has to happen first.
After deinstalling the whole thing (articulate and all its apps), using the registry cleaner and reinstalling, I still don't get the choice of software window.
Let's see if my ticket will solve the issue somehow, I'll keep you posted once I find out what caused it
