If your course is not reporting completion properly in your LMS, one troubleshooting step that you can do is to use a different edition of SCORM to see changing this setting in the publishing options will make any difference. This article explains How to Report Completion and Success Statuses to an LMS, as well as the different learning standards that you can use for your course.
If your course still doesn't report completion properly after using different publishing options, you can try testing your course in SCORM Cloud to see if the behavior you're experiencing is LMS specific.
If you are still unable to pass a completion status for your course in SCORM Cloud, would you be willing to share a copy of your project file here or in private by opening a support case so we can take a closer look at what's happening? We'll delete it when we're done testing!
