Attached is my file with my content stripped out. As I mentioned, it's intermittently happening.

Thanks for the additional details. These helped me determine that you are being affected by a bug that causes a hover state to get stuck when you quickly move your mouse over objects with hover states. I've added this community post to the bug report so we can notify you as soon as a fix is released.
As a workaround, you can downgrade your Storyline 360 installation to an earlier version from Update 83 and republish your course.
