Layers not showing base layer objects, despite the show icon being selected and visibility being locked

I have had this problem for a while now, where the base layer objects do not show when I create a new layer. I have tried locking/ unlocking the visibility of the base layer,...
Doesn't matter!! I have literally just figured it out :D
For anyone else with this problem, please read the Layer is hiding objects on base layer - even when I don't want to discussion. For me, it turned out to be the background fill that was preventing the objects in the base layer from showing.
