Learners uploading pdfs
I want my learners to upload a pdf into the learning. Kind of like how they can upload a reflection with mighty , but make it a pdf. Is this possible at all, maybe in storyline?

This is not possible using Storyline/Rise alone. This functionality requires some backend functionality as the PDF needs to be transferred and stored somewhere (on the server). You would need to determine if the server that you host your content on offers this service and if they do, ask for the instructions on how to implement it. There may also be 3rd party plugins that offer this solution, but are likely to incur a cost as they require server space and bandwidth to store any uploaded documents.

I completely agree with Sam. As someone who has never used this functionality in Storyline, I would likely choose a third-party provider for hosting and storage if I didn’t have my own or a company server to handle file uploads.
Meanwhile, I was curious and took a look at the Bytescale API platform, which you might find interesting if you don’t have your own or a company server. It’s easy to set up, offers a free trial, and even the basic plan seems reasonably priced. Below is an example of how Bytescale would appear if integrated into Storyline. - KarlMullerCommunity Member
The LMS used by our organization, allows the Course Instructor assigned to oversee an online course to set up assignments, which allow students in turn to upload files to the LMS for review by the Instructor.
