Link to fillable pdf form - but it is no longer fillable

In my Storyline course I created a link to a fillable pdf form. The published course links to the form beautifully, but it is no longer fillable? 

Any idea why this might be happening and how I can retain the fill-ability of the form?

    Thanks for reaching out! 

    PDFs need to be in a special format to be fillable. If your PDFs are already in a format that makes them fillable to everyone, would you be willing to share a copy of your project file here or privately through a support case so we can take a closer look at what's happening? We'll delete it afterwards.

    Thank you for your help. I've attached the three fillable pdf files and the Storyline file.

    I've posted the SCORM package in Adobe Connect. Here is the link:

    This should demonstrate the issue. You'll encounter a pdf image on 1.4, 1.86, and 1.121. These link to the the pdfs. 

    Two things to know about these links: Each of these documents are also posted in Adobe Connect. Each link is running through Bitly so that we can track usage data. 

    The solution I'm hoping for is that the pdf will download and be fillable. 

    Today I'm going to try adding the links to the "Resources," and if that doesn't work, I'll try adding the pdf directly to the "Resources."  I'd like to keep the pdfs running through Bitly (for data collection) if I can.

    Any help or suggestion will be welcome.

    Thanks for sharing your files with me. 

    I tested one of your PDFs as a hyperlinked file on a new Storyline 360 project, and I can confirm that without the PDFs running through anything, they retain their ability to accept user input. Here's a test link so you can verify the behavior. 

    As a troubleshooting step, try removing Bitly from your flow, or add the PDF files as resources to see if these work for you!

      I tested adding the fillable forms as resources as well and can confirm that they retain the fillable function.

      So, it looks like the forms lose their function when running through an online link.
