Lost my layers panel

I'm at a loss. I cannot find my Layers panel. Anywhere. Don't understand how to get it displaying again. What's the secret? Where's the widget? Honestly, very frustrated. See attached screen shot. ...

Looks like the layers are undocked. If you look in the triggers panel, you see the two stacker folders above the variables button. That's how you dock and undock a panel.

If you go to the View tab, you'll see an option to redock all windows.
