Missing Edit Settings

Question

I am trying to edit my setting to remove padding and it is missing. How do I get it back and where did it go?
I added 2 files. One where it is showing the Setting within Edit and one where my Edit shows NO setting where I can adjust the padding.
It's always been there before!
