If I have set the timeline to pause at 31s, shouldn't everything pause? I have my arrow shape and HS button appearing at 30s and a trigger to pause video at 31s. Why is the arro...

This is happening because the Pause Media trigger is pausing ONLY the video, not the rest of the elements on the slide. To pause everything, try using the Pause Timeline trigger (and then use Resume Timeline when clicking the arrow - the hot spot isn't really needed because you can put the Resume trigger directly on the arrow).
Does that get you the result you want?
