New layer is not visible (storyline 360)
I have inserted a background image on the base layer.
I created a new layer, and I inserted a text box, with text.
On the Stage I see the block of text with the background image underneath.
The layer properties are the default.
If I publish I do a preview, the layer with the text is not seen, while you see the background image present on the base layer.
Where am I wrong?

To make the layer visible, you'll need to use a trigger—something must happen to prompt the layer to appear.
If you're just trying to add elements to the slide, you can place them directly on the base layer. In this case, just add the text box to the base layer, and you'll see all elements stacked in the timeline at the bottom of the screen. You can rearrange them as needed.
Keep in mind that layers in Storyline function differently than in design tools like Illustrator or Photoshop. Maybe you were thinking along those lines.

As rachelatkaiser indicated, you need a "show layer" trigger to make a layer visible when previewing or publishing. For example, that trigger could run when the timeline of the slide starts, or when the user clicks an object.
If you simply want an object to appear on the slide without an interaction, you can simply adjust its starting point on the Timeline (Storyline 360: Working with the Timeline | Articulate - Community ).
Also, be aware that there are various ways to show/hide objects during editing and for previewing/publishing: Can't see the base from a layer? Or is it just dimmed? Is that what you want? Here's how to control base visibility... | Articulate - Community
