problem with layers

I don't understand the logic in the vertical order of the layers in the layers window at the bottom right of the ST360 interface

I created a C1 layer then a second C2 layer, each with objects.

whether I put C1 above C2 or C2 above C1, it is always the objects of C1 which are above those of C2 when I launch the project

Why ? it's a shame not to be able to manage the visibility of the layers as for the objects of the Time line of the base layer
