Problems with "Start Quiz" button in Rise?

When testing a Rise course in SCORM Cloud, the Start Quiz button/link did not work. It worked fine in Review. The course was exported as a SCORM 2004 2nd version using the "default" settin...
I republished the course, and the Quizzes can now be accessed. I did not change any publish settings, so it's not clear why it's working this time.
