resizing Question-Choices doesn't work

I have a problem with resizing the Choices-Box of questions. When I change the size, the form becomes 1line small and I can't resize ist. https://player.vimeo.com/video/204929829 (1minute) ...

This is STILL an issue, why has nothing been done to fix this?
