I am having the very same issues with this. I have tried everything. I am thinking of just letting the users scroll freely on the video to keep our LMS team from getting complaint emails about not resuming where they left off on the video.
Do you have any updates on this yet?

Are you on the latest update of Storyline 360? We're currently on build 3.37.21614.0.
