It looks like your network is blocking uploads to Review 360 from completing. To fix this, ask your network admin to add all the endpoints in this article to your organization's allowlist. Government agencies tend to have stricter network security protocols, and access to these endpoints will ensure that your Articulate 360 applications work properly, even with security restrictions being implemented.
Hi Jose, I am working from home today and not connected to my institution via VPN, so there is no government firewall blocking me at the moment, yet I still cannot publish a new course to the Review 360 site.
Is this a new requirement? As far as I know, nothing has changed with my home internet, and I've never had a problem publishing to Review 360 until now.

Thanks for the additional information. This incident appears isolated to your Storyline 360 installation since we're not seeing reports from other users about difficulties with publishing to Review 360. Please try repairing your Storyline 360 installation to see if this fixes the issue. If the issue persists, open a case with our support team here to connect with a support engineer for further troubleshooting.
