It has happened to us many times and it has almost always been the configuration of the SCORM package in the LMS.
Reviewing the configuration you will surely find the solution.

Thank you! My technical knowledge is limited and my client's knowledge of Articualte is limited although we figured out a few ways to resolve it. One is to add a Storyline block with a course completion trigger; the other way is to publish as xAPI.
